HISC - Housing Information
Services Clearinghouse
This
program, funded by the L.A. Housing Department through Housing Opportunities for People With AIDS (HOPWA)
Program, provides information and referrals to individuals with HIV/AIDS, their families and service providers.
The program provides information on housing-related
programs, services, options and topics, as well
as referrals to an array of housing options
including emergency shelters, transitional housing,
independent living, licensed residential care
facilities, shared housing, sober living facilities,
hospices and skilled nurse facilities, among
others.
Under the Housing Information and Referral component, we provide information
to people living with HIV/AIDS and their families, and to HIV/AIDS service providers assisting their
clients in accessing housing. The program offers current information and referrals to an array of
housing-related services and housing options in Los Angeles County, including:
- independent
housing (apartments, etc.)
- emergency shelters
- transitional housing
- residential programs
- rental assistance programs
- voicemail box services
- pre-paid phone cards

HOPWA-STAP - Housing Opportunities
for People with AIDS / Short Term Assistance Program
The HOPWA-STAP program was designed to provide resources and incentives to devise long-term comprehensive
strategies for meeting housing needs of persons living with HIV/AIDS.
The
HOPWA-STAP program offers qualified clients and
their families financial assistance in the form
of move-in grants and stap grants.
A Move-in grant can be used to pay security
deposit and First Month rent. Maximum for individual
per grant is $1800.00 and for Family is $2,700.00.
A stap grant Maximum for individual
per grant is $600.00 and for Family is $900.00.

Hotel/Meal Vouchers
The Emergency Hotel and Meal
Voucher Program can provide emergency hotel
vouchers to individuals who have been referred
by a case manager at APLA or another agency
as long
as they qualify for the program. The Hotel/Meal
Voucher program is only accessible by a Case
Manager or Housing Case
Manager, either at APLA or another AIDS Service
Organization. The Voucher program also provides
three meals a day for the client and
family members. This program is also available
to clients with significant others or family
members who are also in need of emergency shelter
and
food.
Eligibility Guidelines
- Persons diagnosed with HIV/AIDS,
and their families, who are homeless or are
at risk of becoming homeless, or in transition
to stable housing.
- Living in, or moving to L.A. County.
- Must have a long term housing plan
To apply for an Emergency Hotel/Meal Voucher:

Section 8
Section 8 is a subsidized housing program offered through the Department of Housing and Urban Development
(HUD) and through HOPWA. Section 8 provides indefinite rental subsidies for qualified individuals and their
families.
