- FY 2004 Fair Market Rents (FMRs): Los Angeles HUD
Jurisdiction
The FMRs for Orange, San Diego and Vetura Counties
are now based on the 50th percentile. Other counties
are based on the 40th percentile.
In the table below are the Fair Market Rent Schedules
for use in the Existing Housing Certificate program,
Loam Management and Property Disposition Programs,
Moderate Rehabilitation and Housing Voucher Programs:

The FMRs are gross rent estimates;
they include shelter rent and the cost of utilities,
except telephone. HUD sets FMRs at the 40th or 50th
percentile rent distribution of standard quality
rental housing units. The 40th and 50th percentile
rents are drawn from the distribution of rents of
units which are occupied by recent movers (renter
households who moved into their units within the
past 15 months). Public housing units and newly
built units less than two years old are excluded.
Data sources for the base-year FMR estimates include:
(1) The 1990 Census; 2) the Random Digit Dialing
(RDD) telephone surveys conducted since the Census;
and (3) the post-1990 Census American Housing Surveys
available at the time of FMR publication. Manufactured
Home Space FMR's are established at 40 percent of
the Section 8 Rental Certificate Program two-bedroom
FMR, unless otherwise noted. The FMRs for unit sizes
larger than 4 bedroom are calculated by adding 15 percent
to the 4 bedroom FMR for each extra bedroom. For
example, the FMR for a 5 bedroom unit is 1.15 times
the 4 bedroom FMR, and the FMR for a 6 bedroom unit
is 1.30 times the 4 bedrooms FMR. FMRs for single-room-occupancy
(SRO) units are 0.75 times the 0 bedroom FMR.
