- Eligibility Requirements for Section 8
Is the process of acquiring Section 8 faster if I
have AIDS than if I am HIV-positive?
No. Individuals qualify for HOPWA Section 8 just
on the basis of being HIV-positive. For the Housing
Authority, it doesn't matter if you are asymptomatic
or if you have an AIDS diagnosis.
What are the eligibility
requirements for the Homeless Section 8 program and
the HOPWA Section 8 program? HUD's
definition of "homelessness" which
applies to both the City and the County:
- Living on the streets

Coming from living on the streets

Coming from an institution (30 days)
- From an institution (31+ days)
- Coming from an emergency shelter
- Coming from transitional housing
- Fleeing from domestic violence
In addition, the client should have received some
form of Case Management for at least 3 months.
Does the process go quicker if I am homeless?
It depends on availability.
Are undocumented persons eligible for Section 8?
It depends. The Section 8
Coordinator will determine eligibility based on the "family composition" and
the particular program the client is applying to.
How does APLA distribute the certificates?
APLA distributes certificates on a first-come-first-served
basis, depending on availability of certificates
at the time the referral is received from the Case
Manager by the Section 8 Coordinator.
Is there a difference in how I apply for City or
County? Is one quicker?
All the requirements and procedures are almost the
same for both, and are determined by HUD. There is
no way to determine which would be quicker. It fluctuates
depending on the number of certificates allotted
and the number of people applying for them.
